You can bid lower and you will still get clicks. But keep in mind that the lower your bid is the fewer impressions your ads will be eligible to serve on for the size of your targeted audience (and fewer clicks as a result).
The smaller the size of your targeting audience is, the higher the bids will usually have to be (less impressions, higher level of competition). If you are running an upper funnel campaign and end sales are not your only goal, consider broadening some of your targeting. That will result in larger audience size which means more impressions, less competition (avg. per impression) and lower bids required to serve ads.
