This is a tough one to answer without looking at historical data. This used to be available free of charge but Google has continually redacted data for the free keyword research accounts.
I would lean toward saying yes because most retailers make much of their money in the final two months of the year and therefore spend more heavily on advertising. This makes it more competitive and you can expect CPCs to be higher.
