AdEspresso does this. www.AdEspresso.com
Initially built to simplify managing Facebook Ads, they have recently also added support for Google. You can now view all your campaigns in one simple dashboard. It saves me a few hours each month because they have really figured out the simplest workflow for people who want to manage campaigns but are not necessarily professional marketers.

Kenshoo and Marin are the two that almost all agencies are using. The pricing model is usually a % of spend or the minimum flat fee (if you don't hit the minimum spend threshold). Those are somewhat sophisticated platforms with a lot of features (even their own bidding algorithms). They are more enterprise-level though. You'll need to sign a contract and it'll be too expensive for you given a smaller scale of what you do, so it won't be justified. Unfortunately, there are no decent small-business level tools for that.
