We are starting to spend a lot on Facebook and was wondering if we could get better CPCs by prepaying for our advertising in bulk. I have looked through their help pages but don't see anything on this. Maybe it is something that only the really big guys know about?

I've never heard of any bulk discounts, although as you mention maybe huge advertisers have found ways to negotiate that. Facebook accounts for a huge chunk of worldwide digital ad spending, I'm not sure they need to offer discounts.
