I have, and I'm so glad I discovered them but feel a bit sad that I came across them just recently after years of selling online and shipping my handmade beadwork. Just one thing though, after stamps.com acquired Endicia, customer care has been really slow and there seem to be a lot of glitches on the site. I hope they resolve this soon because most of us online sellers depend on shipping a lot.
Endicia, and other companies like them, are able to get you discounted rates from the USPS because they are shipping partners. This means that they consolidate large numbers of parcels and send them out. Because they ship such large volumes at a go, they can offer 'wholesale' shipping costs so to speak.
When you approach USPS as an individual who wants to ship something, they will give you retail rates because that's their business model. Companies like Endicia are also called parcel aggregators and expeditors. Because the USPS and other postal services provide their partners (e.g. Endicia) with discounted parcel rates, they make a profit from being the middleman between you and USPS.
Their overheads are lower as they only pay for warehouses to store the goods awaiting shipping or getting delivered as well as other services like collecting the parcels and delivering them before and after shipping.
