What you describe used to be true in much of the developing world, including the middle east. Unlike the US, homes do not have addresses and cities are not well planned. You have new buildings and structures coming up every day and others being demolished so it is almost impossible to have a reliable address system and people do go to the post office to pick up their packages.
But with mobile phones, location mapping and local courier services, this has improved significantly.
Shipping to the UAE is well understood and something thousands of merchants do every day. I'd suggest using one of the companies below.

Another option to consider is Amazon Seller Central and FBA. They provide tools for small merchants to use their logistics network to ship to 189 countries including those in the middle east.
If you get consistent orders from UAE you would ship a consignment of your products in bulk to an Amazon fulfillment center there and then Amazon would handle the rest.

I've used AEC for shipping to Russia, its rural countries without an advanced postal system
