A lot of people have asked this question and so we have reached out to the Shopify team for an answer. From what we gather, you first need to become a Shopify Partner by applying for a partner account:

Once you become a partner, I believe you then need to refer a certain amount of business to Shopify (by signing up new stores) before you can be listed. It is not stated explicitly but when you follow the link from How to Become a Shopify Expert, it directs you to the Partners page:
The partners page does not list any business requirements. Just seems to say, create an account and get with the program. Sign up a lot of clients. There is no further mention on how to be listed as an expert. Maybe if you send enough business, you'll be tapped to be an expert and be listed as a vendor for others to hire.
