Absolutely never use Shopify page builders. Shogun and Gempages will be your nightmare. They bloat your webshop both in pages and performance.
I've been a professional Shopify developer for some time now, and never seen a client get real success using that. Most don't even realize that they don't need all this fancy content to convert sales - no one reads it, and SEO doesn't care for layout.
You have four options in my opinion.

Say fuck it, and trust the bureau

buy a headless Shopify shop, meaning you can utilize Shopify AND a separate CMS together

Tell your developers that you want to be able to split up your content, using split tags. This means you can, as example, use '%%%' in your WYSIWYG editor, to split up content blocks, and then those different content blocks can be put in different places in the layout, and then styled. Most of my clients use this.

Make them build a custom builder for layout, using customizer blocks and some recursion.
Bonus: or wait for Shopify to launch their nested blocks update - then page builders won't be necessary at all.
Page builders seem cool, for a non technical eye. But trust me, it's no good. Waste of money on the custom shop, if you ruin it with a page builder.
