In short, yes you can, but there are restrictions and you can only use the promotional video for 30 days. Of course, you first need to persuade the "Talent User" (the celebrity) to do the video.
If it is a highly marketable and popular celebrity with multi-million endorsement deals, they are unlikely to agree to do it. Snoop Dogg (or Snoop Lion as he is known these days!) may happily do a birthday message for $420 but not a promotional video--why would he when Corona and For Hims are paying him millions of dollars?
