It all depends on the size of the business and what the current gaps are. Below are my quick thoughts for most smaller businesses struggling to grow:
- SEO last as it takes too much time to pay off (whereas you can get positive ROI on PPC/social media campaigns)
- CRO thinking infused in everything you do. The headlines and text on PPC/Social media ads/Email
- Copywriting is a part of CRO otherwise we wouldn’t need a separate name for CRO vs. A/B testing
- Branding would also be lower priority. I think you should build brand as a residual effect of growing sales. Too many smaller businesses copy what the big brands do (expensive awareness campaigns with clever slogans that rarely produce sales)

I'd spend my marketing dollars in this order
1. Copywriting
2. PAID TRAFFIC - I'm lumping SEO/PPC & Social Media here as I see it all as Paid Traffic
3. CRO
4. Email Marketing
5. Branding

2. Branding
3. SEO
4. Email Marketing
5. Copywriting
