One way you could do this is to try using infofree.com. They've compiled a list of all businesses and you can search based on revenue, number of employees, industry SIC codes on so on. You can also get the contact information for key decision makers.
While they are not always 100% accurate, they are better than most other services. I used them successfully to get appointments during the early days of our consulting business. The best part is you can try it for free for 30 days.

I would suggest at least testing Facebook ads. For a long time there was a belief that Facebook only works for B2C but it has matured considerably as a platform and has extremely powerful targeting capabilities. Here are some ways you might target small businesses:
- People with interest in magazines like Inc and entrepreneur
- Under Behaviors: DLX B2B (you can further narrow by company size)
- People interested in software generally used by small businesses such as quickbooks etc
