Perfect Audience is more affordable than Adroll but still CPM. Their platform used to be super affordable but lately it’s gone to shit after they got acquired, but it still is worth giving it a shot.
Pretty sure Criteo charges on a CPC basis. SteelHouse does as well (or used to at least).
I’m not advocating for or against them, but just sharing a response to your question for platforms that charge on a CPC basis. Both companies above have also been accused of fraudulent click behavior and inaccurate attributions.
Honestly I would recommend focusing on your strategy, audiences, and creative before assuming the poor performance is a result in AdRoll’s platform.
