I've never heard of free development services for non-profits but maybe there is software or an app that does what you are looking for. There are plenty of free or highly discounted apps for non-profits. Here are some resources:

1- https://www.idealist.org I have had considerable success with getting help for my projects here.
2- https://www.calblueprint.org/ A team of UC Berkeley students that develops software pro bono for nonprofits and promotes technology for social good.

One more suggestion would be this: I've noticed lots of people on LinkedIn who list "looking for skills based volunteer opportunities on the profiles". You could do a search for all the software engineers who list that and then persuade them to do some development work for your project.
