You could sign up for a paid LinkedIn account and then utilize their advanced company search tool to search for agencies in different verticals with fewer than 10 employees (or whatever metric you consider small). For promising finds, look at their client roster and see if you have any connections to people at that company who might have had experience on the project. Contact those people and see what they say about working with the agency in question.
