I don't know how effective they are, but they are probably more effective than regular display ad campaigns with the same settings/targeting, because you are at least assured that the clicks are coming from Google properties (YouTube, Gmail and Google.com).
My one tip is to make sure you turn off the "extended audience" setting as you will get lots of un-targeted clicks that will use up your budget before you have a chance to get targeted clicks.
As for device choice, I also wondered about this. The Google reps say that it is because the set of impressions are few to start with (only three propertiers) and therefore if you chose just one kind of device you would not get a meaningful number of clicks.
